As the world continues to move rapidly into the era of knowledge-based economy, promoting and encouraging disparate communities in a region to collaborate will be critical for regional economic and intellectual competitiveness. The HUBS movement will be a strong catalyst for the transformation of the four-state region of Delaware, Maryland, New Jersey and Pennsylvania, and beyond, into the nation's first "smart region."

Building on existing infrastructures (network, computers and storage capabilities) and technologies in the region, the HUBS initiatives link Hospitals, Universities, Businesses, Schools, and government and military organizations in the region. By linking these organizations and encouraging collaboration, HUBS will build on the region's existing technological capabilities and stimulate development of new technology concepts and applications.
